Customer Friendly Billing Recommendations:
- Billing will be handled by the Tax Collector on an annual basis
- First bill will go to everyone in April, due in full July 1
- Non-payment penalties will apply
- Penalties will start to accrue after July 1
- City to explore using JEA bill in the future
Finance & Level of Expenditure Recommendations:
- Anticipated revenues: $33 million
- Accounts for credits/adjustments
- Anticipated collection rate of 85%
- Anticipated expenditures:
- Operation and Maintenance
$16 to $20 million per year
- Drainage System Rehabilitation
$2.5 to $6 million per year
- Capital Improvement Projects
$13 to $23 million per year
Adjustments and Credits Recommendations:
- Economically disadvantaged single-family household parcels will not be charged
- 150% of federal poverty level
- Application will be necessary
- Charitable and faith-based organizations will receive up to a 100% exemption
- Federal IRS designation (501c3) required
- These adjustments will be supplemented by the general fund
- Credit for parcels providing stormwater service (such as ponds) up to a maximum of 50%
- The Subdivision Standards and Policy Advisory Committee is responsible for finalizing the details of the stormwater service credit program
- Credits will be available for the following:
- Integrated non-structural BMP program
- NPDES Industrial Stormwater Permit
- Other non-structural BMPs
- Education
- Stormwater Quality Control Structural BMP
- Stormwater Volume Control
